non-discrimination.
Mosaic Learning Academy does not discriminate on the basis of sex in its education programs or activities. This page explains what that means, who to contact, and how to raise a concern or file a complaint. Mosaic opens in August 2027, and items still being adopted are marked as such rather than left blank.

Notice of non-discrimination.

Mosaic Learning Academy does not discriminate on the basis of race, color, national origin, sex, age, disability, or religion. This applies to recruitment, enrollment, and operations, and to all of the school’s education programs and activities.
Inquiries about the application of Title IX may be referred to the school’s Title IX Coordinator, to the Assistant Secretary for Civil Rights at the U.S. Department of Education, or to both.

Scope

What Title IX covers.

Title IX prohibits discrimination on the basis of sex in any education program or activity that receives federal financial assistance. In practice at a school serving young children, that includes the following.
Admission and enrollment. No student is admitted, placed, or turned away on the basis of sex.
Access to programs. Every class, activity, and opportunity the school offers is open to all students.
Sexual harassment. Conduct on the basis of sex that is severe, pervasive, and objectively offensive enough to deny a person equal access to education.
Pregnancy and parental status. Students and employees are not excluded or treated differently because of pregnancy, childbirth, or related conditions.
Employment. Recruitment, hiring, pay, and conditions of employment at the school.
Retaliation. Prohibited against anyone who reports a concern, files a complaint, or takes part in an investigation.

Who to contact

The Title IX Coordinator.

Mosaic Learning Academy designates a Title IX Coordinator to oversee the school’s response to reports of sex discrimination, including sexual harassment. The Coordinator’s name, office address, email address, and telephone number are published here and are available to any student, parent, employee, or applicant who asks.
34 C.F.R. § 106.8(a) requires the school to designate a Title IX Coordinator and to publish that person’s contact information.
We’ll post this as soon as it’s set.
The Title IX Coordinator’s name, office address, email address and telephone number. Mosaic must name a Coordinator before it enrolls students; until the designation is made and published, this requirement is not met. Until then, any Title IX concern should be sent to info@mosaiclearningacademy.com or (623) 226-8180 and it will reach the school’s leadership directly.
How to report

Reporting a concern or filing a complaint.

Anyone — a student, a parent or guardian, an employee, or a member of the public — may report sex discrimination or sexual harassment. You do not need to use a form, a particular phrase, or the words “Title IX” for a report to count.

Tell the Title IX Coordinator

In person, by mail, by telephone, or by email, using the contact details published above. A report may be made at any time, including outside school hours.

Or tell any Mosaic employee

Every employee is required to pass a report of sex discrimination to the Title IX Coordinator. You do not have to work out who the right person is before you speak.

Or file directly with the federal government

A complaint may be filed with the Office for Civil Rights at the U.S. Department of Education. Filing with Mosaic first is not required, and doing one does not prevent the other.

Process

Grievance procedures.

Title IX requires the school to adopt and publish grievance procedures that provide for the prompt and equitable resolution of complaints of sex discrimination. Mosaic’s procedures will be adopted by the governing board and published in full on this page.
Until those procedures are adopted, a report made to the school will still be received, recorded, and acted on — and the person who made it will be told what happens next and when.

The board-adopted Title IX grievance procedure, in full: how a complaint is received, who investigates, the timeline at each stage, the supportive measures available while a matter is open, the standard of evidence used, and how an outcome may be appealed.

Also to confirm with counsel: Christina’s requirement list reads “Title I grievance procedures.” Title I is a federal funding program and has no grievance procedure belonging on this page. This page is built for Title IX; if a separate Title I procedure is genuinely required, it needs its own section.
Protection

Retaliation is prohibited.

No one may intimidate, threaten, coerce, or discriminate against a person for reporting sex discrimination, filing a complaint, or taking part in an investigation. This protection covers students, families, and employees, and it applies whether or not a complaint is ultimately substantiated. A report of retaliation is itself a Title IX report and is handled the same way.
